      • Completing a comprehensive review of housing delivery, which resulted in a commissioner-approved action plan based on her recommendations.
      • Establishing and leading an Investment Partnership in Cambridge for five years, successfully delivering over 700 homes.

Cambridge Investment Partnership - Cambridge City Council and Hill

The LLP was set up as a 50/50 investment partnership between the two parties.

Claire Flowers, Partnerships Director for Potter Raper, was involved in the setup and management of this successful partnership for five years.

Potter Raper has supported the partnership’s development and evolution over time. Initially, there was no third-party support, but Potter Raper has since provided due diligence and become an integral part of the team, working together to find solutions at the project level and developing and reviewing processes. To date, we have supported the successful delivery of over 10 projects.

Due to the number of project appointments, Potter Raper assists in providing strategic support to the investment partnership, reviewing lessons learned and processes going forward. We have been able to help Cambridge City Council gain confidence in this model of delivery.

Dollis Valley - L&Q, Countryside and Barnet

Regeneration agreement between these parties to deliver this regeneration scheme. The Council selected a partnership between L&Q and Countryside as its partner for this scheme following a competitive dialogue process. 

Potter Raper is the independent certifier for the joint venture where Countryside properties have a regeneration agreement with London Borough of Barnet.

As a complex regeneration scheme over a number of years we worked to ensure there was an effective lesson learnt review process and looked to agree clear process and procedures between the partners.

Watford Social Rent - Watford Community Housing and Watford Borough Council

This scheme was for 9 infill sites- rather than work on this separately the 2 organisations worked together with Potter Raper to select a development contractor partner for all of these sites – this provided a more efficient model for delivery and meant there could be learning between sites as well as better social value outcomes.

Peabody and London Square - Development agreement

Potter Raper have support development agreements between London Square and Peabody at 2 sites- Vulcan work and Holloway prison. We worked early on as part of these schemes. We set up processes to manage package costs and ensure transparency.

Harlow Regeneration Partnership- Harlow Council and Hill

Harlow Regeneration Partnership have appointed Potter Raper to support at strategic level this partnership which was established in 2023.

We have also been appointed as contract administrator on some of the early affordable housing sites. We have brought our team who worked on Cambridge Investment partnership to this scheme, this has really helped Harlow Council in mobilising this project as we can share learning.

Kings Crescent phase 1 and 2 - Higgins and Hackney - Development Agreement

Potter Raper worked with London Borough of Hackney on this regeneration scheme to support the approach to bringing a development partner on board.

We worked to understand the requirements of London Borough of Hackney which led to a development agreement with an embedded Design and Build contract. The scheme is for 500 homes.

South Oxhey - Home Group and Countryside Joint Venture - 3 Rivers Council

This is a scheme for 514 residential properties and retail. Home Group and Countryside have a Joint Venture which was set up as part of a joint bid to Three Rivers District Council.

Potter Raper have provided support particularly to Home Group in managing this complex project.

West Thamesmead - Peabody, Berkeley homes Joint Venture

This is a long-term project for 1750 new homes and 45,000 of retail space. Potter Raper is acting in number of roles- monitoring surveyor and joint venture supervisor for the development agreement as well as principal designer and cost consultancy.

The scheme was procured through a reverse S106 where Peabody were provided the affordable homes and leased the land to Berkeley for the remaining 1,200 homes. This decision was made on Berkeley having the adjacent site the partners were able assign key roles aided by the fact that Berkeley were already established in the location.

Brighton PPC2000 Contract - Morgan Sindall and Brighton and Hove Council - Brighton new homes for neighbourhoods

Potter Raper have been involved with a number of projects through the Brighton new homes for neighbourhoods this has also included projects to provide wider facilities, tennis courts, new bowls club. We have been a trusted partner for Brighton and Hove who have left Potter Raper to manage commercial interests and act in their best interests.

Waltham Forest Town Hall - Countryside London Borough of Waltham Forest - One Housing Development Agreement

This project delivers private, shared ownership and affordable rent homes.
